The Partnership Proposal

The Sound Achievement Foundation (SAF) is actively seeking to integrate our competitive arts programs with the Virginia Beach Department of Cultural Affairs.

"Good morning. Thank you, Lisa, Hillary, and the entire Department of Cultural Affairs for making time today. Iโ€™m Jermal McMillan. Over the past decade, weโ€™ve watched Virginia Beach transform. Weโ€™ve built the infrastructureโ€”the convention centers, the sports centers, the hotels. But infrastructure without culture is just concrete.

Today, Iโ€™m here to propose a public-private partnership that fills those venues with an unprecedented demographic. I am here to talk about the Virginia Beach Competitive Arts Festivalโ€”the VB-CAF. This isnโ€™t just another weekend event. This is an economic engine masquerading as a cultural celebration.

We are bringing the competitive pageantry of marching bands, choirs, orchestras, and dance troupesโ€”some of the most fiercely loyal and well-traveled audiences in the countryโ€”right to the shores of Virginia Beach. And we are doing it backed by the Sound Achievement Foundation, our 501(c)(3) dedicated to empowering the next generation of artists."

Minute 3-7: The Engine (APOLLO & The Future Legends)

"How do we scale this globally while maintaining local impact? The answer is APOLLOโ€”our proprietary AI executive and adjudication engine. We have digitized the subjective nature of arts judging. APOLLO scores performances using real-time data, creating a transparent, highly competitive ecosystem that participants trust.

But this isnโ€™t just about technology or competition. At the heart of this initiative is the 'Triad of Student Agency'โ€”a framework built directly into our Future Legends program. We focus on Psychology, Philosophy, and Sociology. We are already seeing this work locally. Our deep ties with Virginia Beach Public Schools, particularly through leaders like Brittany Sutter at Fairfield Elementary, prove that when you invest in the arts at the ground level, the entire community rises."

"Letโ€™s talk alignment. The Department of Cultural Affairs exists to foster community engagement and stimulate the local economy through the arts. The VB-CAF does exactly that, at a massive scale.

When a 150-piece marching band travels, they bring 300 parents, siblings, and fans. They book hotel rooms for three nights. They eat at local restaurants. They shop at local vendors. And because our ecosystem includes a centralized Vendor Portal, we ensure that local Virginia Beach businesses are the first to profit from this influx.

This is a self-sustaining cycle. We are capturing the massive travel and tourism dollars associated with competitive arts and funneling it directly into the municipal economy."
