Executive Summary

J M McMillan Enterprises, Inc. respectfully proposes a multi-year partnership between the City of Virginia Beach and the Virginia Arts Honor and Award Services (VAHAS) โ€” a military-grade recognition framework designed to honor extraordinary contributions to the performing arts, community service, and civic excellence.

VAHAS will serve as Virginia Beach's official arts and culture honors program, modeled after military commendation systems and aligned with the City's strategic goals for tourism, economic development, and cultural identity. The inaugural ceremony is planned for the Virginia Beach Competitive Arts Festival โ€” March 13, 2027.
