Our Authority
NACPA is being established as the sanctioning and governing body for Performing Creative & Visual Ensemble (PCVE) programs at colleges and universities, with a 501(c)(3) application pending. Our scope is intended to span every department in the arts — from the band field to the culinary stage, from the theater house to the gaming arena. We develop the framework. We set the competitive standards. We certify the judges. We crown the champions.
This Is Collegiate Competitive Arts
We do not host recitals. We sanction competition.
As a direct beneficiary of Viable Arts LLC, NACPA receives platform revenue to fund institutional grants, championship events, and Safe Arts compliance infrastructure across all 8 PCVE leagues.

Three-Division System
An institution is never placed in a division as a whole. Every ensemble, every unit, and every individual Collegiate Competitive Performer earns its own division status through APOLLO GNN identification. One campus can hold Division I, II, and III units simultaneously.
Size is irrelevant — a 75-member band competes with a 300-member band when the index says they belong on the same stage. Fees and dues are identical across every division, every league, and every institution.

Six Pillars of NACPA Governance
The governance infrastructure arts departments deserve — built, owned, and enforced with the same rigor applied to collegiate athletics.
Sanctioning Authority
NACPA sanctions all collegiate competitive arts events across every PCVE league. No championship is official without our seal.
PCVE Framework Stewardship
NACPA develops and administers the Performing Creative & Visual Ensemble (PCVE) framework across all 8 competitive leagues, with trademark and IP protections being pursued.
Safe Arts Policy — Mandatory
Every member institution implements NACPA's Safe Arts Policy: mental health resources, anti-hazing enforcement, gender-neutral competition, and anti-discrimination in all leagues.
BIAP™ at the Collegiate Level
All NACPA leagues use the BIAP™ Amateur and Professional tiers from the SAF pipeline — seamless transition from youth development to collegiate excellence.
International Expansion Ready
NACPA governance supports international institutional membership. Universities outside the US can apply for Global Associate status in any PCVE league.
Artist Revenue Sharing
NACPA member institutions gain access to the Viable Arts platform — allowing student artists to earn from streaming, bookings, and Artist Grams while enrolled.

The official registration link includes a separate NACPA MOU for institutional review and execution.
Letter of Intent
Submit your institution's formal interest in NACPA membership, signed by the Dean of Arts or equivalent administrator. Specify which PCVE leagues your program will compete in.
GNN Identification
APOLLO GNN evaluates each ensemble, unit, and individual performer independently — measuring execution and competitive standard, never enrollment or ensemble size.
Per-Unit Division Status
Each competitive unit earns its own Division I, II, or III status through its GNN index. Your institution is not placed in a single division — your units are, and they can differ.
Registration + MOU
Your institution completes NACPA registration and reviews the separate NACPA Memorandum of Understanding included with the registration link.
Official Membership
Once registration and the separate MOU are completed, your institution becomes NACPA-sanctioned with access to championships, Apollo™ scoring tools, and Viable Arts platform revenue sharing.

Performing Creative & Visual Ensemble (PCVE™)
NACPA develops and administers the PCVE competitive arts framework in higher education — spanning all 8 leagues. Trademark and intellectual property protections are being pursued, and the framework is made available to member institutions under the terms of the executed membership agreement.
Media Rights & Revenue Distribution
NACPA centralizes all media rights and distributes revenue to institutions using the Performance Unit Matrix—mimicking the NCAA's March Madness payout system.
Article VII: The Unified Media Mandate
Under the proposed membership agreement, member institutions grant NACPA centralized rights to the recording, broadcasting, and distribution of sanctioned events, administered through Viable Arts LLC. Final scope is defined in the executed MOU.
- Linear & Digital Broadcasts: TV, satellite, cable, and IPTV.
- Streaming & VOD: Global live-streaming (including 8K and VR).
- Data & Analytics: Real-time performance metrics via the Apollo GNN engine.
Proposed Media Policy: Independent broadcasting of sanctioned events by member institutions would be restricted, with Performance Unit adjustments as a potential remedy. Enforcement terms are set by the executed MOU.
The Performance Unit Matrix
Revenue is not a flat fee. It is earned based on tournament advancement and distributed via a rolling 6-year stabilization formula to provide predictable, recurring funding.

Stabilization: Payouts use a rolling 6-year average, ensuring long-term financial security for growing arts departments.
Student-Performer Registration
Once your institution is registered, enroll individually for SPI scoring to activate your Apollo GNN index — then sign the official NACPA Letter of Intent (LOI) to commit to your Member Institution.
Enrolled performers submit video or photo captures from any mobile device for immediate APOLLO GNN evaluation — championship-calibrated scoring where a sustained legacy of strong work compounds your index.
